Decisions result from the evaluation of conditions.

Any system which includes making decisions will have to have a way of evaluating conditions. Conditions have to evaluate, ultimately, to a true or false statement. So, if a particular condition evaluates to true, a certain decision is taken. Likewise, if that same condition evaluates to false, a different decision is taken.
